57th Avenue Pavement Rehab & Regional Trail Project
Background
The Three Rivers Park District and the City of Brooklyn Center will complete two projects along 57th Avenue during 2017. Proposed improvements include the conversion of the existing sidewalk to a 10-ft regional trail along 57th Avenue/CR 57 from Logan Avenue to the Regional Mississippi River Trail near I-94. This is a joint project between the City, Hennepin County and Three Rivers Park District.  The Park District received a federal grant for this project. The original grant application was made possible through the work between the City and Park District with the 2011 Twin Lakes Regional Master Plan which was used as the basis for the grant. Additional roadway improvements include rehabilitating the pavement on 57th Avenue (Humboldt Avenue to I-94). The Park District bid the project in early summer 2016, but due to higher than expected bid amounts it was determined to re-bid the project. The trail project was re-bid in September 2016 for construction in summer 2017.

The 57th Avenue Pavement Rehabilitation (from Humboldt Avenue to I-94) is a separate City project and will begin upon completion of the trail project. On May 22, 2017, public hearings were held regarding ordering improvements and authorizing preparation of plans and specifications, along with acceptance of the levy roll certifying special assessments. Property owners are able to pay their assessments before September 30, 2017, without interest. From October 1 through November 22, 2017, property owners may pay the assessments with interest calculated from October 1, through the date of payment. Special assessments not paid by the end of the business day on November 22, 2017, will then roll to Hennepin County property taxes and are payable over a ten (10) year period, beginning in 2018.

Project Schedules
April 12, 2017 - Neighborhood information meeting held.

April 24, 2017 - City Council receive feasibility report, declares costs to be assessed and calls for public hearing.

June 2017 - City Council to approve plans and specifications and authorize the advertisement for bids.

July/August 2017 - Anticipated construction start.

Fall 2017 - Anticipated construction completed.
