Bass Lake Road Project History
Project History
The City of Brooklyn Center was the recipient of $2 million in federal stimulus funds for the Bass Lake Road (County Road 10) Streetscape and Regional Trail Project, announced by the Metropolitan Council in June 2009. Extending along Bass Lake Road from Brooklyn Boulevard to Highway 100, this project consisted of many design aspects including:
  • Regional Trail Connection. A missing segment of the regional trail system was constructed, providing a central connection to existing regional trails.
  • Pedestrian Safety. Design elements encourage safe pedestrian routes and street crossings.
  • Water Quality. Biofiltration systems enable treatment of roadway runoff that may be contaminated with chloride from de-icing efforts before it discharges into Shingle Creek.
  • Streetscaping. Multi-function aesthetic features promote safety and beauty, including landscaping, pedestrian plaza and benches, lighting and colored concrete. The look was coordinated with Xerxes Avenue streetscaping to provide a consistent feel to the area.

“Project readiness” was a factor in the project being approved, as well as economic development impact. Brooklyn Center has been proactive in maintaining the infrastructure for local businesses and residents. According to Steve Lillehaug, Public Works Director/City Engineer, “Large capital improvement projects are often about timing and funding. With this project, the City will not only improve the safety and aesthetics of this area, but will also be better prepared to meet the needs of future development in this attractive business location.”

The Bass Lake Road Streetscape and Regional Trail Project was multi-jurisdictional, involving the Minnesota Department of Transportation, Hennepin County, Three Rivers Park District and Brooklyn Center. The project employed the services of S.E.H. Engineering, WSB and Associates, Inc., Evergreen Land Services Company, Ruppert Appraisal & Consultation, Kennedy & Graven (City Attorney) and Peterson Companies, Inc. On January 25, 2010, the City Council accepted the bid from Peterson Companies, Inc. for the Bass Lake Road Project. Construction began in April 2010 and was completed in the fall of 2010.
