Applying for the Market Value Exclusion on Homestead Property of Disabled Veterans
Application Instructions
Who is eligible?
You may be eligible for a market value exclusion of up to $150,000 on homestead property if you are a United States military veteran with a service-connected disability of 70 percent or more.  Veterans that are eligible should complete the CR-DVHE70 application form.

You may be eligible for a market value exclusion of up to $300,000 on homestead property if you are a United States military veteran with total (100 percent) and permanent service-connected disability.  If you are 100 percent and permanently disabled, you must complete form CR-DVHE100 (Market Value Exclusion on Homestead Property of Veterans with Total and Permanent Disability).

You must be able to verify honorable discharge from the United States armed forces as indicated by U.S. Government Form DD214 or other official military discharge papers. You must also be certified by the United States Veterans Administration as having service-connected disability.

When applying for the market value exclusion your property must be homestead property. This application is not a substitute for a homestead application. You must apply for and be granted homestead on a qualifying property prior to applying for the market value exclusion.

How To Apply?
Complete the entire application fully and legibly. Attach all proper documentation. Mail the application and the required documentation to your county assessor by July 1 of the current year to be eligible for exclusion in the next payable tax year (i.e., if you return this form by July 1, 2011 and are approved, your exclusion will begin with taxes payable in 2012).  Any veteran qualifying for the $150,000 exclusion must reapply by July I of each year to continue to be eligible for the exclusion. Required Attachments
Please attach United States Government Form DD214 or other official military
discharge papers to verify that you have been honorably discharged from the United States Armed Forces. Please also attach any forms that verify your service-connected disability status as certified by the United States Veterans Administration.

Use of Information
The information on the application form is required by Minnesota Statutes, section 273.13 to properly identify you and determine if you qualify for the market value exclusion. Your Social Security number is required. If you do not provide the required information, your application may be delayed or denied.

Penalties
Making false statements on this application is against the law. Minnesota Statutes, section 609.41, states that anyone giving false information in order to avoid or reduce their tax obligations is subject to a fine of up to $3,000 and/or up to one year in prison.
