Project History
The City Council approved a resolution establishing this project in March 2014. In November 2014 a survey was mailed to all affected property owners regarding infrastructure needs and issues in the neighborhood. An informational meeting was then held in mid November 2014 to gain feedback from the property owners.

On December 8, 2014, the City Council accepted the City Engineer's Feasibility Report, declared costs to be assessed and called for two January 12, 2015, public hearings. Property owners should have received a certified mailing which included a letter detailing the project and special assessment information together with the Notices of Public Hearing and Feasibility Summary.
In addition, there was a Traffic Calming Workshop on December 10, 2014. If you have questions regarding information presented at the workshop, please feel free to contact our office at 763-569-3340 with any questions.
On January 12, 2015, public hearings were held regarding ordering improvements and authorizing preparation of plans and specifications, and acceptance of the levy roll certifying special assessments. Property owners were able to pay their special assessments before September 30, 2015, without interest.  From October 1 through November 25, 2015, property owners may pay the assessments with interest calculated from October 1 through the date of payment.  Special assessments not paid by the end of the business day on November 25, 2015, will then roll to Hennepin County property taxes and are payable over a ten (10) year period, beginning in 2016.

At the May 11, 2015, City Council meeting the project was awarded to the contractor, Ryan Contracting Co. SRF Consulting will be performing the construction and staking for this project. A neighborhood meeting took place May 13, 2015, at Kylawn Park. At this meeting, residents had the opportunity to meet with staff from SRF Consulting, Ryan Contracting and the City. Construction began the week of May 18, 2015.
