Project History
The City Council approved a resolution establishing this project. In November 2013, a survey was mailed to all affected property owners regarding infrastructure needs and issues in the neighborhood. An informational meeting was then held in mid November to gain feedback from the property owners.

In December 2013, the City Council accepted the City Engineer's Feasibility Report, declared costs to be assessed and called for the January 13, 2014, public hearings. Property owners should have received a certified mailing which included a letter detailing the project and assessment information together with the Notices of Public Hearing and Feasibility Summary.
On January 13, 2014, public hearings were held regarding ordering improvements and authorizing preparation of plans and specifications, and acceptance of the levy roll certifying special assessments. Property owners were able to pay their special assessments between March 1 and September 30, 2014, without interest. From October 1 through November 26, 2014, property owners were able to pay the assessments with interest calculated from October 1 through the date of payment. Special assessments not paid by the end of the business day on November 26, 2014, then rolled to Hennepin County property taxes and are payable over a 10 year period, beginning in 2015. 
At its meeting on May 12, 2014, the City Council awarded the project to R.L. Excavating, Inc. of St. Cloud. A neighborhood meeting was held at the Kylawn Park shelter in mid May in which residents had the opportunity to meet with City staff and representatives from R.L. Larson Excavating, Inc., to discuss what to expect during the construction process.
